  • The Consultant should not have a conflict of interest as per Section 11 of the Assam Public Procurement Act, 2017 that materially affects the competition.
  • The Consultant is responsible for submitting a complete EOI proposal. AS-CFMS shall ignore the EOI in case of incomplete or defective submission.

Experience

  • At least 3 similar works worth ₹3 crore or more — institutional reform and/or e-Governance system design and/or PMC for Government/public sector clients in India in the last 7 years
  • institutional strengthening/organizational reform, e-Governance solution design, and/or Project Management Consultancy for Government/public sector entities or international agencies, in India
  • At least 10 years in business
  • Proof needed: client references and completion certificates

Financial capacity

  • Average annual turnover of ₹50 crore over the last 3 years
  • Audited financial statements for 3 years

Certifications and registrations

Experience in large e-Governance or public sector transformation projectsTeam Leader must have experience of at least 2 large e-Governance or public sector transformation projects at the national or sub-national level
Experience in mining sectorDomain Expert must have minimum of 10 years of relevant experience in the mining and mineral sector
Experience in e-governance projectse-Governance Expert must have 8 years of relevant work experience in e-governance projects including roll out and change management
Experience in business processes re-engineeringBusiness Processes Re-engineering Expert must have 8 years of relevant work experience
Experience in HR policies and job specificationsHuman Resources Expert must have 8 years of work experience in Skills Mapping/ Assessment, HR policies, job specifications in the Public Sector/Government
Experience in designing system architectureIT Systems Architect must have 8+ years of work experience in designing and developing system architecture for enterprise wide IT systems
