If the prime contractor does not have direct snow-removal experience or snow removal employees, but submits a signed teaming/subcontracting commitment with an experienced snow removal subcontractor, can the prime remain eligible for award provided the subcontractor's qualifying experience, personnel, certifications, and past performance are included as permitted by the Solicitation Survey?
• Question 15: Is there a minimum percentage of the snow-removal work that the prime contractor must self-perform under this solicitation, or may the field snow-removal and salting services be performed by the identified subcontractor while the prime retains responsibility for contract management, oversight, invoicing, and coordination with the Government?
