- Buses must comply with Articles 34 and 37 of ORDER No. 2 of March 15, 2002
- Bus Category M3 Class III with minimum 30 seats and 1+1 reserve
- Bus Category M2 and/or M3 Class III or B with minimum 20 seats and 1+1 reserve
- Bus Category M2 and/or M3 Class I, II or III with minimum 40 seats and 1+1 reserve

- Участниците, трябва да притежават валиден лиценз за извършване на превоз на пътници на територията на Република България или лиценз на Общността за превоз на пътници, съгласно изискванията на чл. 6 от Закона за автомобилните превози
- Участникът трябва да реализира минимален общ оборот, изчислен на база годишните обороти, за последните три приключили финансови години в зависимост от датата, на която участникът е създаден или е започнал дейността си в размер не по-малко от 25% от прогнозната стойност на обособената позиция
