  • The solicitation lists the offer due date/time as "09/29/2026 1400 MD." Could you please confirm the applicable time zone for the proposal submission deadline?
  • Section C states bids are due by the date and time identified in SF 33 Block 9. Section D states bids must be received at the government's initial point of entry by 5:00 PM one working day prior to the due date. Please confirm whether 5:00 PM the preceding workday is a recommended submission time or the actual deadline for receipt of bids.

  • Please clarify whether a single qualified individual may perform multiple project management roles required by Division 01. Specifically, may the project superintendent also serve as the Quality Control Manager and/or Site Safety Supervisor, provided that individual meets all qualification requirements and can adequately perform the responsibilities of each position?
  • Please identify any Division 01 positions that are required to be staffed by separate, dedicated individuals.
  • Specification Section 01 50 00 states the Contracting Officer's Field Office shall be a separate structure from the contractor's office, while also stating that NPS may be able to provide space. Please confirm whether the contractor shall include furnishing the specified minimum 500 SF Contracting Officer/Government field office in its bid. If NPS will provide suitable existing space, plese confirm that the contractor will not be required to furnish the field office.
  • Section 01 35 13.22 - Archaeological Protection - please clarify the required extent of archaeological monitoring under CLIN 5 and Section 01 35 13.22. Is an SOI qualified archaeological monitor required during all ground disturbing activities throughout the project, or only during ground disturbance within designated archaeologically sensitive areas?
  • Additionally, if ground disturbing work occurs simultaneously at multiple locations, is a separate archaeological monitor required for each active work area, or may one monitor cover multiple concurrent operations where practicable?
  • Please confirm that the Contractor's archaeological consultant is responsible for preparing and obtaining the required ARPA permit. Please also clarify how the Government intends to address the project schedule if ARPA permit approval is delayed beyond the Contractor's control after timely submission of a complete permit application. Will Notice to Proceed for ground disturbing activities be withheld until the permit is approved?
  • Please confirm the approved source and discharge locations for hydrostatic test, flushing and disinfection water, including dechlorination and sampling requirements. Confirm who schedules and pays for bacteriological testing, the approved laboratory, sample locations and normal turnaround time.
  • Please confirm whether existing wet wells, dry wells, septic tanks and the dosing chamber will be pumped, cleaned and certified safe before mechanical demolition or confined-space work. Identify who is responsible for sewage/sludge characterization, removal, transport and disposal, and identify any known regulated materials within the demolition limits.
  • Please provide the complete liner-system specification for the three lagoon cells, including geomembrane resin, thickness, color, texture, underlayment, subgrade acceptance, anchor trenches, penetrations, seam testing, installer qualifications, warranty and leakage criteria. Please also identify the design liner area for each cell.
  • Please confirm how many lagoon cells must remain in operation during liner replacement, the order in which cells will be released, return-to-service criteria and maximum outage for each cell. Provide expected seasonal influent flows and identify any temporary pumping, piping, storage or treatment required.
  • Please confirm the existing headworks concrete to remain and provide verified dimensions, condition information and allowable repair limits. Identify responsibility for demolition, equipment setting, anchors, grout, channels, gates, piping, valves and restoration. Also confirm whether the new comminutor/grinder is Government-furnished, vendor-furnished or contractor-furnished.
