The Washington Headquarters Services seeks innovative commercial approaches to accelerate defense capabilities through prototype projects. Awards are made under 10 U.S.C. § 3458 and/or § 4022. The CSO is open for five years, with solutions submitted via Areas of Interest. The period of performance for any solution should generally be no greater than 24 months.
Who can win it
- At least one nontraditional defense contractor or nonprofit research institution participating to a significant extent
- All significant participants other than the Federal Government are small businesses or nontraditional defense contractors
- At least one third of the total cost of the prototype project is paid out of funds provided by sources other than the Federal Government
