• Minimum average annual turnover of INR 5 lakh over the last three years
• At least 5 years of past experience providing similar services to a Central/State Government organisation or public sector undertaking
• Completed similar services in the last three years meeting one of: three at 40%, two at 50%, or one at 80% of the estimated cost
