The period of performance runs from October 1, 2027 through October 31, 2028, with an ordering period from October 1, 2027 through September 30, 2028, and two 12-month options. The contract is firm-fixed-price with economic price adjustment.

- Must hold a Djiboutian hydrocarbon wholesale licence issued by the Ministry of Budget
- Must hold a petroleum activities licence issued by the Djiboutian Ministry of Energy
- Must provide a supply commitment letter from SIHD
