The Hessian Ministry for Digitalisation and Innovation is setting up a pool of experts to advise municipalities on digital transformation. Lot 1 covers strategy, project management, change management, digital public services and citizen participation; Lot 2 covers technical topics such as open source, cloud, data platforms, artificial intelligence, smart irrigation, smart lighting, smart traffic, digital waste management and digital twins. Estimated demand is 810 hours per year for Lot 1 and 1,215 hours per year for Lot 2, with no guaranteed call-off volume.
