This guide is the checklist behind a Slovenian bid: the logins, the authorisations, the declarations and the certificates a tender can ask for, in the order they come, and who is allowed to handle each one. For how Slovenian procurement works overall (thresholds, procedures, evaluation, payment and review requests), see How to bid for public tenders in Slovenia.
Before you bid
1. A SI-PASS login with your own certificate. Every e-JN user signs in through SI-PASS, the Ministry of Public Administration’s login service. It accepts EU qualified certificates, certificates from authorities on the Mozilla list, and eIDAS cross-border authentication. In Slovenia certificates come from issuers such as SIGEN-CA, POŠTA®CA, Halcom-CA and NLB, or from any EU qualified trust service provider.
- Cost and time: SI-PASS is free and set up the same day; the certificate takes days and lasts for its term.
- Who does it: each person registers personally, with their own certificate or eID, and the user’s name must match the certificate. Your staff who act get their own; an adviser uses theirs, never yours.
2. Register your company in e-JN and authorise each user. e-JN is run by the Ministrstvo za javno upravo. The user asks for rights to act for your company, and your legal representative signs the registration form naming that user, by hand or electronically. For a company registered outside Slovenia, the form names the legal representative and the user, is signed by both, and is e-mailed to gp.mnzju@gov.si.
- Cost and time: free; rights are confirmed by the end of the next working day, and they stay in place.
- Watch: the VAT number must match exactly.
- What only you do: your legal representative signs the authorisation for each named user.
3. Check your tax position before the deadline. A bidder is excluded if, on the bid deadline, it owes tax or other obligations of EUR 50 or more, or hasn’t filed payroll withholding returns for the last 5 years, unless it has put that right by the deadline. The buyer checks official records with the Finančna uprava RS (FURS).
- Who does it: your accountant checks balances and returns ahead of time; you pay any debt before the deadline.
With your bid
4. The ESPD. Buyers must accept the electronic ESPD as preliminary evidence, and e-JN has an online ESPD service to fill it in. In small-value procedures an ESPD or a self-declaration is common. It is free, takes about a day and covers one procedure.
- Who does it: it can be completed in e-JN and attached for you; you confirm the declarations are true.
5. The sanctions declaration. In EU-level procedures you declare, on the buyer’s template, that there is no Russian involvement of the kind art. 5k of EU Regulation 833/2014 prohibits. It is free and done the same day; your representative signs it.
6. Forms your representative signs. The bid forms are prepared for you, and any form that needs your representative’s signature is signed by them.
7. Your references (potrdila o dobro opravljenih delih). Where the tender asks, you give a list of works, supplies or services with certificates from the clients. The list can be drafted for you; you obtain the signed confirmations, which can take days or weeks.
8. Financial standing and quality evidence, where the tender asks.
- Financial standing: bank statements, financial statements or extracts, and turnover for up to the last 3 years. Slovenian buyers often accept the AJPES S.BON-1 creditworthiness form. Your accountant orders or compiles the documents; you ask your bank for its statements. An authorised auditor audits statements where needed.
- Quality and environmental management: certificates from a body accredited by Slovenska akreditacija or another EA member, after it audits you; they run 3 years with surveillance.
- Liability insurance: often a contract condition. An insurer issues the policy in days, you sign it, and it runs for the policy term.
9. Translations, if the buyer asks. Procedures are in Slovenian. Buyers often accept foreign technical terms and certificates but can require Slovenian translations at your cost. A translator prepares them, or a sodni tolmač (court interpreter on the Ministry of Justice list) where a certified translation is required. Allow days.
10. The bid guarantee (zavarovanje za resnost ponudbe), where required. Up to 3% of the estimated value excluding VAT, as a bank guarantee, surety bond, bill of exchange or cash deposit. A bank or insurer issues it in your name for a market fee, usually in 1–5 business days and often as an electronic guarantee, sent as the tender documents say. It must cover the bid validity period. You apply and pay.
11. Upload and submit in e-JN. Submission is free and must happen before the deadline. Until then you can upload a new version or withdraw.
- Who does it: the authorised named user, under their own SI-PASS login; you approve the final bid and price.
If you’re selected
| Document | Issued by | Who can get it for you | Valid if | What only you do |
|---|---|---|---|---|
| Criminal-record evidence (kazenska evidenca), for the company and each representative | Ministrstvo za pravosodje | The buyer, from official records through the ministry’s unified information system | ≤4 months old, counted from the bid deadline | The company and each representative sign the consent forms the tender documents commonly include, or provide extracts |
| Tax and social-contribution compliance | Finančna uprava RS (FURS) | The buyer checks official records; your accountant checks your position | Status on the bid deadline | Pay any debt in time |
| Business register entry (matična številka) | AJPES | Anyone: a free public search, same day; buyers check it directly | — | — |
Before the contract
12. The ownership statement (ZIntPK art. 14). Before a contract over EUR 10,000 excluding VAT, the buyer obtains your statement on the ownership interests of natural and legal persons in your company, including silent partners and affiliated companies. It is free, done the same day and given per contract. It can be drafted from your ownership data; your legal representative signs it and answers for its accuracy, since a false statement makes the contract void.
13. Performance and warranty guarantees, where required. Up to 10% (performance) and 5% (warranty) of the contract value including VAT. A bank or insurer issues them in your name within days, for the contract or warranty term, and you sign.
14. Construction: a works manager and insurance. Every site needs a qualified works manager (vodja del), registered with IZS or otherwise qualified, and liability insurance. The named works manager provides their registration evidence; you engage them and take out the insurance.
15. Signing. Your legal representative or a holder of your power of attorney signs, within 48 days of the award becoming final.
16. E-invoicing. Invoices to budget users must be e-invoices sent through UJPeRačun, PEPPOL or a contracted provider. Your accountant or e-invoice provider sets up the channel; you sign the contract with the provider.

A review request (zahtevek za revizijo) is for an odvetnik, filing under your power of attorney; you sign it and pay the fee.
If your company is from abroad
You don’t need a Slovenian company, branch or tax number to register in e-JN and bid; who may bid from abroad is set out in How to bid for public tenders in Slovenia. For the paperwork:
- Admission: companies from countries with no EU procurement agreement are admitted only if the buyer allows it, so confirm your seat and read the tender documents first.
- Login: certificates from EU qualified providers or Mozilla-listed authorities, or an eIDAS login, work for SI-PASS.
- e-JN: register as a “Company registered outside Slovenia”, with no Slovenian tax number.
- Register extract: your home register extract.
- Criminal records: home-country certificates, or a sworn statement or declaration before a notary or court where none is issued.
- Tax: a home-country tax certificate; any Slovenian debt counts too.
- Financial standing: your home documents, or any suitable document if you can justify it.
- References: translated.
- Quality certificates: equivalents are accepted.
- Guarantees: foreign bank guarantees are acceptable if they meet the conditions.
- Translations: plan for Slovenian; the buyer can ask for them at your cost.
- Construction: EU, EEA and Swiss firms may work temporarily without a Slovenian establishment; some craft activities need a temporary OZS authorisation.
- E-invoicing: through PEPPOL or a provider.
Pitfalls
- Clear every euro of tax debt before the deadline. EUR 50 or more, or a missing payroll return, excludes you.
- One certificate per person. Each e-JN user logs in with their own certificate or eID, in their own name; nobody uses your certificate.
- No authorisation, no access. Your legal representative must sign the e-JN authorisation form for each named user.
- Get the ownership statement right. Above EUR 10,000 a false statement voids the contract.
- Mind the 4 months. Criminal-record evidence must be no older than 4 months from the bid deadline.
- A promise isn’t a guarantee. A letter promising a future guarantee is not accepted.
Doing it with askTender
In Slovenia, your askTender Partner is added as a named user on your company’s account on e-JN and works under their own login. You keep your own login, and sign what only you can sign: the e-JN authorisation form, the criminal-record consents, the ownership statement, powers of attorney and the contract, and you approve the final bid and price. The askTender Desk prepares the ESPD, declarations and reference lists, assembles the bid and coordinates the certificates; askTender Partners, such as an odvetnik, a notar, a davčni svetovalec or a sodni tolmač, do the steps their licence covers.
Questions
Which documents go in with a Slovenian bid?
The ESPD, which you can fill in with e-JN’s online service; the sanctions declaration in EU-level procedures; the bid forms; references, financial evidence or quality certificates where the tender asks; translations if the buyer requires them; and a bid guarantee where one is asked for. Criminal-record evidence and the ownership statement come later.
Who can log in to e-JN for my company?
Any named user your legal representative authorises on the e-JN registration form, including an adviser such as an odvetnik. Each user logs in through SI-PASS with their own certificate or eIDAS login, and the name on the account must match the certificate. Nobody uses someone else’s certificate.
How recent must the criminal-record evidence be?
No more than 4 months old, counted from the bid deadline. For Slovenian companies the buyer usually checks official records itself, and the tender documents commonly include consent forms that the company and each representative sign.
What is the ZIntPK ownership statement?
Before signing a contract over EUR 10,000 excluding VAT, the buyer obtains your statement on the ownership interests in your company, including silent partners and affiliated companies. Your legal representative signs it, and a false statement makes the contract void.
What happens if I owe tax on the deadline day?
You are excluded if you owe EUR 50 or more, or haven’t filed payroll withholding returns for the last 5 years, unless you put it right before the deadline. Any Slovenian debt counts for a foreign company too, alongside its home tax position.
