How filing works in India
It depends on the portal. On GeM you work as the client's named Secondary User. On CPPP, GePNIC and IREPS there's no delegate seat: you prepare and certify, and guide the client's DSC holder through the submission.
Guided filing sessions are paid work too: you sit with the client’s signatory, file by file, until the receipt is saved. Nobody ever uses the client’s login or signature.

Rules we follow in India
- Chartered accountant in practice (ICAI member holding a Certificate…. ICAI fee-sharing ban (CA Act, First Schedule Part I, cl. 2 and 3): a CA in practice may not pay any share, commission or brokerage of fees to a non-member such as askTender, so the client pays the CA directly and askTender's charge is a separate platform fee, never a deduction from or percentage of the CA's fee. The CA may not solicit clients or advertise beyond ICAI guidelines (cl. 6 and 7). Every certificate…
- Cost accountant (practising member of ICMAI) or the company's cost…. ICMAI fee-sharing and solicitation rules were not researched; apply the same model as for CAs (client pays the professional directly, askTender's fee is separate). Works under own identity only; one professional per competing bidder per tender.
- Notary public. The signatory must sign in person before the notary; the notary attests the signature, not the truth of the facts, which remain the client's responsibility. Stamp duty depends on the state where the document is executed. Fee-sharing rules for notaries were not researched; keep the notary's fee separate from askTender's.
- Tender or GeM consultant (bid preparation; unregulated profession). Neither GFR nor the Goods Manual bans a bidder from using a bid consultant, but the Code of Integrity attributes the agent's conduct to the bidder, and bidders that 'have the same legal representative/agent for purposes of this bid' are disqualified for conflict of interest. Delhi HC upheld a GeM rejection where a common consultant uploaded two bids from one IP (M K Jee Traders, Oct 2025). Never hold or operate the…
- Scheduled commercial bank (bank guarantee / e-BG) or insurer…. The bank or insurer deals only with its own customer: the client applies, holds the credit limit or margin and signs the request. askTender or a partner may only draft the guarantee wording from the tender format.
- NABCB-accredited certification body (ISO 9001, 14001, 45001, ISO/IEC…. Certification bodies must stay impartial and cannot also act as the client's consultant for the same system; askTender may only route the client to an accredited body and track the certificate.
- Indian agent of a foreign principal (GFR Rule 152). Either the agent or the foreign principal may bid in a tender, not both; one agent cannot quote for two manufacturers in the same tender; commission is 'normally not exceeding five percent', paid in INR, disclosed with a certified copy of the agency agreement, and the agent's books are open to audit. This is not a role askTender or its partners take.
