How filing works in Türkiye

You work on the portal under your own login. In Türkiye, the client adds you as a named user on its account on EKAP: you prepare, upload and, on the client's written go-ahead, submit under your own login.

The client keeps its own login, the administrator role and every signature only it may give. You never use its credentials.

Rules we follow in Türkiye

Avukat (attorney registered with a Turkish bar, baro). Art. 35 reserves legal opinions and court representation to bar-registered lawyers; Art. 55 bans any act that could count as advertising to obtain work, which constrains platform listings and referral-style marketing; Turkish bar rules on fee arrangements with non-lawyers were not verified here, so do not take a cut of lawyer fees.
Serbest muhasebeci mali müşavir (SMMM) or yeminli mali müşavir (YMM). Law 3568 Art. 45 bars SMMMs/YMMs from commercial activity and from working as employees of client firms on Art. 2 work; YMMs may not keep books and may not certify for close relatives' firms. TÜRMOB professional rules restrict advertising (exact text not verified here).
Noter (Turkish notary public). A notary acts only at the request of the signatory in person (or under their own power of attorney); a platform cannot request notarisation for the client.
Bank operating in Türkiye (teminat mektubu issuer). The guarantee is a credit product between the bank and the bidder; only the client can apply for it.
TÜRKAK-accredited certification body / TSE. Must be independent of the bidder; a consultant who helped implement the system cannot certify it.
İhale danışmanı (tender consultant / bid preparer). Cannot give legal opinions or represent before courts (lawyer monopoly, Law 1136 Art. 35).
