How filing works in South Africa
You work on the portal under your own login. In South Africa, the client adds you as a named user on its account on the Central Supplier Database and the eTender portal: you prepare, upload and, on the client's written go-ahead, submit under your own login.
The client keeps its own login, the administrator role and every signature only it may give. You never use its credentials.

Rules we follow in South Africa
- Chartered accountant (SAICA member, CA(SA)) or Professional…. Audited statements (where the company is subject to audit) need a registered auditor; the SARS tax-practitioner role needs separate registration with SARS and an RCB. No platform-specific fee-sharing rule was found in the sources read.
- Registered tax practitioner (registered with SARS and a recognised…. Section 240 Tax Administration Act: only practitioners registered with both an RCB and SARS may provide tax services for reward. The practitioner uses their own eFiling profile; the client's own eFiling login is never shared.
- Attorney (admitted legal practitioner). LPC Code of Conduct: an attorney may not pay or reward a third party for client referrals (18.10), may not act in association with an organisation whose business is soliciting instructions for the attorney (18.9), may not tout (18.22), and may not join arrangements securing work solicited by a non-attorney for reward (12.1, which does not limit bona fide marketing). So askTender must not take a per-referral…
- Notary public (notarial attorney). Same LPC referral and touting rules as attorneys.
- Commissioner of Oaths. A commissioner may not charge any fee for administering an oath or attesting a declaration (reg 6) and may not commission a matter in which they have an interest (reg 7). The deponent must sign in the commissioner's presence (reg 3). So a partner paid to work on the client's bid should not commission that client's affidavit.
- B-BBEE verification agency (verification professional). Giving false information to a verification professional is an offence (B-BBEE Act s13O(1)(b)), and a verification professional who learns of fronting must report it (s13O(2)). The agency must be engaged and paid by the client; askTender must not influence the rating.
- Tender consultant / bid writer (askTender Partner). No statutory regulator. The SBD 4 declaration says bid terms will not be disclosed to any competitor and the bidder was not involved in drafting the specification, so one consultant cannot serve competing bidders on the same tender. CSD terms let Treasury deny access to an authorised user who submits false information.
- Bank (Banks Act 94 of 1990) or registered insurer (Long-/Short-Term…. The guarantee is issued to the client after the client's own credit/KYC application and indemnity; askTender cannot apply for it.
- Registered engineering professional (Pr Eng, Pr Tech Eng, Pr Techni…. ECSA is the only body authorised to register engineering professionals; whether specific work is reserved was not confirmed on the page read.
