How filing works in Italy
You work on the portal under your own login. In Italy, the client adds you as a named user on its account on Acquisti in Rete (MePA) and the buyers' platforms: you prepare, upload and, on the client's written go-ahead, submit under your own login.
The client keeps its own login, the administrator role and every signature only it may give. You never use its credentials.

Rules we follow in Italy
- Avvocato/a (enrolled in an Ordine degli Avvocati). Out-of-court legal consultancy is reserved to avvocati when provided continuously, systematically and in an organised way (L. 247/2012 art. 2(6)). The Codice deontologico forense prohibits paying third parties for client referrals (divieto di accaparramento) and sharing fees with non-lawyers — a platform cannot take a cut of legal fees. Conflict: one avvocato cannot assist competing bidders in the same procedure.
- Notaio. Regulated tariffs; public-office independence; no referral fees.
- Dottore commercialista / esperto contabile (CNDCEC). Acts as delegated intermediary with own credentials on Agenzia delle Entrate services; never uses the client's SPID/CNS.
- Consulente del lavoro. Labour and social-security compliance for third parties is reserved to consulenti del lavoro and a few other orders (L. 12/1979).
- Revisore legale (MEF register). Independence rules (D.Lgs. 39/2010) bar auditing a client whose bids they prepare.
- SOA (Società Organismo di Attestazione) authorised by ANAC. SOAs are private bodies with tariffs set by formula (coefficient R) and independence duties; they cannot provide consulting to the firms they attest.
- Bank, insurance company, or financial intermediary registered under…. 106 TUB intermediaries must mainly issue guarantees, be audited and meet solvency requirements; guarantees must be verifiable online with the issuer.
- Consulente gare d'appalto (tender consultant). Cannot sign as the operator; legal consultancy is for avvocati.
