How filing works in El Salvador

The company presses submit. You do the rest. In El Salvador, COMPRASAL has no delegate users and uses an authenticator login. You don't file on the portal: you do the registrations, certificates and attested documents in your own name, prepare the bid, and can guide the client through the submission.

Rules we follow in El Salvador

Notario (abogado autorizado para ejercer el notariado). A notary acts personally and under their own signature and seal; the client (or its legal representative or apoderado) must appear and sign. The notary does not hold or use the client's COMPRASAL or Hacienda credentials.
Abogado (attorney authorised by the Corte Suprema de Justicia). An apoderado signs as themself under a poder granted by the company. They never use the company's COMPRASAL login or 2FA. A lawyer acting for one bidder cannot act for a competing bidder in the same process.
Contador público / auditor externo inscrito en el CVPCPA. An auditor must be independent of the audited company. Any Hacienda (DGII) online request runs under the taxpayer's own clave, which stays with the client.
Banco, aseguradora o afianzadora autorizada por la Superintendencia…. Only SSF-authorised issuers accepted by the buying institution count. A foreign issuer must go through a Salvadoran confirming institution.
