How filing works in Portugal

You work on the portal under your own login. In Portugal, the client adds you as a named user on its account on the licensed e-procurement platforms (Vortal, acinGov and others): you prepare, upload and, on the client's written go-ahead, submit under your own login.

The client keeps its own login, the administrator role and every signature only it may give. You never use its credentials.

How work reaches you

Offer. A client’s bid needs work only your profession may do. You get the requirement, the tender’s format, the deadline and your fee.
Accept. Accept within 4 hours and confirm you have no conflict. The client sees your firm’s name and shares what you need.
Do the work. Ask the client for anything missing, right on the job. Sign under your own name and registration, and upload.
Checked. askTender checks every deliverable against the tender before the client sees it. If something’s off, you hear exactly what.
Paid. The client approves, it goes into their bid, and your fee is released.

Rules we follow in Portugal

Advogado/a (Ordem dos Advogados) or Solicitador/a (Ordem dos…. Legal consultation and drafting of contracts for third parties are acts reserved to advogados and solicitadores (Lei 49/2004 'actos próprios'); an unregulated platform must not give legal advice itself. Advogados may not share fees with non-lawyers or pay for client referrals under the Estatuto da Ordem dos Advogados (verify article with the Ordem). One advogado must not act for two competing bidders.
Notário/a. Fees per the notarial tariff; public-office independence.
Contabilista Certificado/a (OCC). Acts with the contabilista's own professional credentials on clients' tax files; never uses the client's Portal das Finanças password.
Revisor Oficial de Contas (ROC). Statutory independence: the ROC of a client should not also prepare its bids.
Translator with certified translation (tradução certificada by…. The translation is certified by a notary, advogado, solicitador or consular officer, not by the translator alone.
Bank (garantia bancária) or insurer (seguro-caução). Cash/securities deposits must be made in Portugal.
Tender consultant (consultor de concursos públicos). Cannot give legal consultation (reserved acts) or sign as the bidder unless holding a procuração and their own qualified certificate.
