How filing works in Serbia
The company presses submit. You do the rest. In Serbia, portal users are the company's own staff unless the Office accepts an authorisation. You don't file on the portal: you do the registrations, certificates and attested documents in your own name, prepare the bid, and can guide the client through the submission.
- If the Procurement Office accepts a letterhead authorisation, a Partner can be added as a user.
Guided filing sessions are paid work too: you sit with the client’s signatory, file by file, until the receipt is saved. Nobody ever uses the client’s login or signature.

Rules we follow in Serbia
- Advocate (advokat, member of a Serbian bar association). Bar rules on fee sharing and advertising were not verified here; pay lawyers directly.
- Public-procurement consultant / bid preparer. The Portal instruction describes users as persons of the organisation in which they are employed, registered by the organisation's administrator, each with an own account; credentials may never be shared. An outside consultant should either be registered with the organisation's written authorisation (confirm with the Public Procurement Office) or prepare documents for the client's own user to submit.
- Public notary (javni beležnik). Acts at the signatory's request.
- Bank (guarantees / bills of exchange as security instruments). Client contracts the instrument.
